School District to Benefit from Governor’s Revisions to State Budget Proposal
Estimated $11 million cut to CUSD budget is out, but other cuts still linger

“It appears that the estimated $11 million cut to the Compton Unified School District’s (CUSD) budget won’t happen after all,” said Superintendent Kaye Burnside Ed.D. That’s because Gov. Arnold Schwarzenegger’s revised 2008-09 state budget plan, which he submitted to the legislature two weeks ago week, fully funds education without raising taxes.

In his May revision, the governor produced a revised budget that fully funds education under Proposition 98, increasing funding to K-14 education over the current year by almost $200 million. With the revised plan, Schwarzenegger rescinded his initial proposal. He fully funded the Proposition 98 minimum guarantee in 2008-09 by proposing $1.8 billion in additional General Fund dollars for K-12 education and community colleges.

At the May Revision press conference, the governor stated: “For starters, I am very happy to say that the budget I am releasing today fully funds Proposition 98, at $56.8 billion, which allows us to raise per pupil spending for the fifth year in a row.”

“Obviously, we’re delighted with the governor’s revised budget plan because it means that we’re no longer facing the $11 million proposed cut in the General Fund,” said Burnside. “However, we remain concerned because the governor has not lifted his proposal to cut various categorical programs which leaves us facing a 10-percent cut in categorical programs.

“If the legislature approves the Governor’s revised proposal, we’ll be able to move forward with the staffing that we had previously planned, but we will not yet know the impact to our educational programs because of the cuts to our categorical programs,” she said.

The revised budget plan proposes that the total Proposition 98 funding for K-14 education programs will increase year over year by $193 million. It also proposes that the total Proposition 98 K-12 per pupil funding will increase more than $100, from $8,509 in 2007-08 to $8,610 in 2008-09.
